Driver License Services Transitioning from Circuit Court Clerks to Transportation Cabinet

New regional issuance model offers ‘next-level’ services for Kentucky drivers


The traditional system of licenses and permits being issued by the Office of Circuit Court Clerk in each county is being phased out and replaced by a network of Driver Licensing Regional Offices administered by the Kentucky Transportation Cabinet. All counties will be moving to a new, secure driver-licensing model that gives Kentuckians more choices and modern services. KYTC and the circuit court clerks are working together to smoothly complete the transition statewide by June 30, 2022.

This new model was launched by the passage of House Bill 453 during the 2020 Kentucky General Assembly. You can learn more in this video.

“Customer service is our highest priority and circuit court clerks will continue to help the Transportation Cabinet make this transition go as smoothly as possible,” said Douglas Ray Hall, Floyd County circuit court clerk and president of the Kentucky Association of Circuit Court Clerks. “It has been our pleasure to provide driver’s license services to Kentuckians for many years, and we appreciate Transportation Secretary Jim Gray and his staff for their hard work in moving to this new model.”

Residents of counties making the transition may renew or apply for a REAL ID or new standard card version of driver license, learner permits, commercial driver licenses and ID cards at any KYTC Driver Licensing Regional Office, regardless of the customer’s county of residence. Applicants are encouraged to make an appointment online, which can be done here. Walk-in customers are welcomed on a first-come, first-served basis until available slots are filled.

Applicants will receive a temporary identification document to use until the permanent card arrives by mail at their home address. This reduces the wait time for printing and improves security by eliminating in-office card production machinery.

Online Applications
License holders who want to renew their current license, and whose name and address have not changed, now can do so online.

Driver Testing
The Kentucky State Police will continue to administer all permit and license testing. Testing services are offered Monday through Friday by appointment only. Find testing locations, scheduling and more information here. REAL ID KYTC regional offices are the only place to get a REAL ID. First-time application for a REAL ID must be made in person at a Driver Licensing Regional Office. You can find a list of required documents here.

Kentucky will continue offering the option of a standard driver’s license, but a REAL ID or other form of federally approved identification, such as a passport or military ID, eventually will be needed by people 18 and older for boarding commercial flights and accessing military bases and federal buildings that require identification. Enforcement is scheduled to begin May 3, 2023.

Counties that have already made the transition are Adair, Breathitt, Caldwell, Casey, Elliott, Fayette, Fleming, Floyd, Franklin, Green, Hancock, Hardin, Hart, Hopkins, Knott, Lee, Madison, McCracken, McCreary, Menifee, Metcalfe, Owen, Owsley, Pulaski, Rockcastle, Rowan, Russell, Webster, Wolfe and Woodford. Circuit court clerks are still providing standard driver’s license services in all other counties. Find information about your county in the list below.

Adair
