FRANKFORT, Ky., Sept. 18, 2025 – The Administrative Office of the Courts has released a video introducing Behavioral Health Liaisons, who serve as a primary navigation resource for justice-involved individuals experiencing complex needs for mental illness, substance use disorder and intellectual and developmental disabilities.
The video is available on the Kentucky Court of Justice YouTube channel at https://www.youtube.com/watch?v=L8Vw7HvUTEw and is also featured on the homepage of the KCOJ website at KyCourts.gov.
Behavioral Health Liaisons, or BHLs, operate in designated regions across Kentucky. They promote the development and visibility of KCOJ-supported initiatives, including the expansion of Mental Health Courts, by fostering collaboration across the state’s court system and partner agencies while supporting the mission of the Kentucky Judicial Commission on Mental Health.
Their work ensures adherence to best practices in behavioral health and alignment with a Recovery-Oriented System of Care.
Administrative Office of the Courts
The AOC is the operations arm of the Judicial Branch (Kentucky Court of Justice) and is based in Frankfort. The AOC supports the activities of nearly 3,300 employees and 412 elected justices, judges and circuit court clerks and executes the Judicial Branch budget.
